This system is based on the theory that in any one session of 37 spins (on a European Roulette wheel) only about 68% of the numbers, ie around 24, actually show. What this means, is that several numbers show up 2, 3 or more times in the session and some don’t appear at all.
In the Lucky number system, you pick a single number. You place a bet of 1 on that number, then if you lose you place a bet of 2 on the same number, then a bet of 3 etc all the way up to 37. This entire progression adds up to 703, by the way, just in case you were wondering.
